Could be reeds......
But if the plugs are wet and you know it's definitely a firing issue I'd say start with homing everything to spec per a clymer manual. Then if you still can't tell I'd start with switching one known working part at a time if possible. If not start with new plugs gapped properly and tops tightened, set the pick up gap, clean the carbs thoroughly, sync the carbs, engine/chassis ground, spark plug boots, maybe plug wires, coil, stator then cdi last.
