Fouled plugs? A properly jetted 2 stroke needs its plugs changed about every 1-2 years.
Bad gas? All gas goes bad. Just label one jug and use that one only for mixed gas. That way when ur done riding you can just dump the unused/unmixed gas in ur truck.
Cleaning your spark arrestor? Um...well ya I guess you could take a rag and wipe down the outer ring after a ride. Maybe they mean change the silencer packing? Regardless, you'll have soot buildup and have to change packing on a 4 stroke too.
2 strokes generally have a little more minor upkeep. The top end needs to be done every few years so that automatically makes people think OMG, don't get a 2 stroke. In reality, doing the top end takes about 30 minutes once you've done it a few times. I've torn down both 2 strokes and 4 strokes, and I'd rather wrench on a 2 stroke anyday.
Personally I like the +2 better than the +4. I've ridden both right after riding stock length and the +2 feels pretty close to normal but the +4 just feels like my ass end is way behind me. You still get pretty good handling w/ the +4 but its definately worse than stock or even the +2. Pretty much if you wanna dune with ur bike you wanna get the shortest swingarm possible for your power. I'd agree that the +2 sounds about right for your mods/riding style. I'm desperately in need of a +2 for my stroker as well.
I dunno why but whenever I see a PT Cruiser I'm actually tempted to hit them. Out here in California, the only people that drive them are ex-soccer moms hyped up on estrogen pills or screaming gay men. Its not like I hate either of those groups either. Its just the car. I dunno if its that I hate the car itself or just the morons that thought it looked good. Regardless, has to be one of the most nauseating vehicles I've ever laid eyes on. But don't worry man, I've managed to restrain my urge to slam into them thus far...
Stock compression should be around 120psi for your elevation. 130psi is the stock compression at sea level. So you're not that bad. Did you do the test warm and with the throttle wide open? Also not all compression testers read the same. That's why its best to do a compression check when the top end is new and then use the same tester during the life of the pistons. I wouldn't sweat it too bad at this point, but plan on a new top end after this season.
Still, even in Cali you can get a good shee w/ lots of aftermarket for $5k. Even if the motor toasted on the first ride you'd still be ahead of buying new and having to fix it up. Key things wrong w/ a stock shee:
Air Filter
Pipes
Suspension
Tires
Terry cables are notoriously stiff. Have you tried a motion pro? Most new cables benefit from a good lubing when you first get em. Also check the routing of your cable. Sharp bends increase friction, while larger sweeping curves don't generate as much.
I've always run them on both my bikes. Finally paid off last year when I hit an unexpected dropoff in Pismo and my foot slipped off the peg. It was the first time I've ever had my boot come off the peg unintentionally so its not like I'm just lame and can't keep my hands and arms inside the vehicle. Anyway nothing happenned to me, just landed all cock-eyed with one foot on the nerfs. I think you'd be nuts not to run em. A guy I used to ride with always made fun of me for my paranoia w/ nerfs. He can't ride anymore and needs a cane to walk. Doesn't make fun anymore...

Engine basics 101 - for an engine to run you need: Fuel, Fire (spark), and air. If those 3 things aren't happening as they're supposed to it don't run. Start with the easy stuff.
Check that the kill switch is on run
Check that the fuel is on
Check to see if you have gas
Pull the fuel lines off the carbs to see if fuel is flowing out
If all that passes, move onto spark.
Pull the plugs out and attach one of the boots to the plug. Wrap a rag around the plug so u don't zap yourself and hold it against one of the cylinder bolts for a ground. Have a buddy kick it a few times. See any spark? Repeat for the other side.
Air: Is your filter clean?
Oh and 55w bulbs will be less bright and more yellow than 30w because you'll be underpowering them. Switch back to the 30w bulbs.

I bought an extra set of banshee pegs off ebay for $25 shipped. Then cut the peg portion off from the mount, shaped em a little with the grinder, and welded em to my current pegs. Powder coated for $30 and that's it...
