Replace with a new piece, can't hurt. When you rebuilt carbs and did tors delete, did you clean jets and screw them all the way in snuggly? Run those air screws in all the way, then back out 1/2 turn for testing. This should give it more fuel. I'm assuming the engine passed leakdown

where's your air screw sitting at?. A bog can be too much fuel or too much air

Its something simple. When it does not fire, check for spark. If you got no spark, check all grounds. Pull boots off plug wires and cut a 1/4 inch off of wire and put boot back on. If you got spark and it wont fire, try removing pods, open throttle wide open, then with some type squirt bottle, shoot a nice dose of gas through carbs. release throttle, turn kill switch to run and try it

^^^^^^^^This^^^^^^ You also need to determine if you have a long rod crank or short rod and have your cylinders ported specifically. If you have long rod, you need the wiseco 795 series piston or blaster piston. If you have short rod, you can just run standard piston 513"s. Domes should also be piston specific such as the 795 piston is 12 degree, blaster is 9 degee

That is the pump cover gasket. Pull the cover off, then pull the pump/impeller out and you will see a oil seal also.

You could go ahead and do a tors delete kit. Its not a performance mod, but makes working on carbs a lot easier like syncing,setting idle and jetting.
