If it worked before you parked it in the rain and it didnt after parking it in the rain I'm willing to bet that you have moisture in some or all of your connections. Go through your connections and spray a little WD-40 in there (WD displaces moisture) and then try to fire her back up. I would start there.
I get my synced up to where there isnt much play in the throttle and then set the idle by turning the screw in or out near the thumb throttle... a lot easier than trying to mess with the chock knobs.
I'm running +8 with 14/45 gearing, 22 inch 10 paddle ultralights with my 4mm cub and I have trouble keeping the front end down when I launch. Good luck going any shorter than that with the 10mm. You can get away with shorter for general duning but dont expect to win any races trying to keep that front end down coming out of the hole...

I've played around with different swingarm lengths, gearing, and paddles and the best so far has been a +8, 14/44, and 22inch 10 paddle exteme superlites.... I'm running 421 cubby too.
Things are going to vary depending on pipes, weight and riding style too.
I got a 42 inch HD plasma, easy up canopy, gift certificates for my RC car ( I'm a little old, I know I know), smoker, and some duck (UofO) gear, not to mention some good ol' cash. No complaints here!
That's probably a good start with a 30 pilot, needle in stock postion. Other factors need to be accounted for too. How high are ya? What's the temp like?
"is it worth it"... yes. Great bang for the buck mod especially on a mildly ported bike but good even stock. Yes, you'll more than likely need to re-jet because the increased air flow.
If its not the tors/parking brake or stator problem, its sounds more like a dirty carb, carb sync problem, air leak, or lean jetting. I would start with the tors suggestions then move on to the carbs. I would check to see if they are in sync. If that doesnt do it, take them off and clean them including the jets. If that doesnt do it I would check your jetting. Cutting out is ususally an indication of lean condition rather than rich situation... When your running fat (rich) your bike will tend to bog (BRRRRRRRRRRRrrrrrrrrrrrrrrrrrraaaaaaaaAAAAAP). When you are lean the bike will cut out when too much air/throttle is supplied. Colder weather is usually the culprit this time of year. I just went through this myself.
Get your bike started and warmed up and then pull the chokes... does it run better or worse?
Last problem you may have is an airleak somewhere. I dont know if your running v-force or not but the V2's are know not to have a very good seal...
In any case... GET RID OF THE TORS!
I agree with that... sometimes you get good tools sometimes they are crap. Best thing about them though is that if they are crap your only out a few bucks.
