i agree with everything fullthrottle said. which makes since cuz i got my 916's from him lol. they sound awesome and midrange is very strong but i noticed more topend with my t5's. but imo 916's look and sound better than any other pipe
you can adjust the stiffness of the spring by moving the top clip up some. at least thats what i did to mine to stiffen them up (i moved the clip down) cuz i was bottoming out and it worked well. there is like 7 notches at the top for adjustment
i genereally start by checking the stator as was said before. they are prone to going out on banshee's. check your voltage out of it when you have spark, then check it again when it wont spark. if that seems ok check voltage at cdi and coil

could the garbage have been dirty water? the reason i ask is i wonder if your stator cover is full of water and got past the crank seal. that would explain the white smoke and it running bad....not good news for you tho
there are some high quality paints out there that would hold up. it has to be something with a very hard finish. pc is the best way but if your gonna paint it go with high quality stuff
should be plenty of info on here about it. as long as you dont mess with the cable adjusters you wont have to worry about them getting out of xync. if you are confident you can do it right then just take the bowls off the bottom of the carbs and spray carb cleaner throug the jets and all the orifices. its pretty simple just make sure you get everything back the way it was
man the float would have to be doing more than leaking i would think. maybe the little rod fell out that holds the float needle on or something. that sucks for him
yah as was said before could be that rubber plug. but its more likely coming from the head and running down if it didnt leak before teardown. unless you messed that rubber plug up while you had it apart
