Do a part throttle plug chop/read. Same process except hold throttle at 1/4 or 1/2. Maybe rig something for a stop for consistant opening. Might have to drag brake to keep load on it.

I would use a sharp chisel on those screws. Go straight on to make a notch, then tap in direction to loose. Won't be shit to grab on after you drill head off, and it might not be loose or have loctite
