    First thing I would try is reducing pre-load, that's free

    Reeds sitting tight to cage? No chips, cracks, frays?

    That is NOT the way to do it. Might pay to look in the manual for torque values, it's not much, like 7 lbs , tightened diagonally in stages. Might have warped the boot or cage.

    Float probably stuck. Happens sometimes after working on them, jet change. Try tapping on the bowl with screwdriver handle
