If you went from having an airbox to pod filters I would go up atleast 4-5 sizes on your mains. Then you cant work your way up or down from there. Any mods that increase air flow....need more fuel.
I run a Regina. Top notch chains IMO.

They say "10 HP over the next best competitors pipe"..............so what pipes are they comparing theirs too? I would bet CPI or Shearers would out run those IMO.
Ditching the airbox completely and running pods will be best for air flow IMO. But, if you ride water puddles you stand the chance of sucking water. I ride 100% dunes and have always ran pods with no issues.
Everyone has there own opinion on what oil is the best and what they prefer. In my opinion Klotz makes GREAT oil and you can't go wrong. I run R-50 at 40:1 in my duner with no problems, and when Wildcard did my motor Brandon said he was amazed at how clean everything was.
Supertechniplate is a great option and is has 20% castor oil in it. The R-50 is a cleaner burning oil than the Supertechniplate.
Heres how I would run the two Klotz oils:
For a gas motor R-50
For alky or meth Supertechniplate
And I've ran amsoil before and wasn't impressed. There four stroke motor oil is good stuff, but i'm not a fan of there two stroke products.
Just my opinions here.

20's or 21's would be safe. If you want to run race fuel you could do some 19's. I think the 19's would put you right about where you would need race fuel.
I would call your local police and report it abandoned.........i bet there is just a time period, then with some paper work you should be good to go. But every state is different.
350? No. Try like 250 at the most.
$200 shipped for reeds:

$35 for timing plate: http://www.rickystator.com/catalog/yamaha-banshee-adjustable-timing-plate-p-131.html
If you only have pipes, you still can do alot of bolt ons for power.
Air filter or ditch air box and run pods, reeds, advanced timing, cool head or milled head....sky is the limit.
After your rebuild did you do a leak down test? You may have an air leak causing a lean condition on your left side.
I run +5 on pump gas with no issues. IMO, you don't need +6 with those mods. 4 or 5 would be plenty.
