only way to find out if he knows anything is to ask questions. tell him what you want and what kind of riding you do, he SHOULD be able to suggest a certain type of port for your riding style, if he cant do that then i say you find somebody else for the job. if you have any doubts about the guy, call a few other builders ( HJR, F.A.S.T, wildcard...etc.....) and go with who you feel most comfortable with. as said, you get what you pay for and the wait with any of the builders i mentioned is definately worth it.
edit: forgot to say that if you wanna find out how long it "should" take for somebody to port your cylinders that you basically gotta call or e-mail other builders and ask how long they generally take. this seems to be the time of year when most people are sending their motors and cylinders in for work so it will probably take atleast 3 weeks (dont quote me on that though).
