I think acetone is one of the cleanest strippers. You just have to watch how long you leave it on for. Depending on the condition I'd probably use paint thinner. I find the best way to prep plastic for paint is with the red scotch pads (the auto ones) to get a good scuff on it before painting again. The gouges may need sanding if any. Unless you are going to try and buff out the plastic then that is whole nother story. Either way I think you will need to refinnish the plastics.
