Take your carbs completely apart and give them a good bath. Then put a new cable on. When you reassembly it, spray the motor with carb cleaner and listen for a change in idle. That would help you find if you have an air leak. I'm guessing dirty carbs and shitty cable.

To correctly stroke and port your motor, your looking at $2500 bucks. You can get a real strong running bike for alot less than that though. The Pipes you bought are good pipes and they will increase the power on your bike quite a bit. When you put those pipes on, remove the stock air box lid and jet accordingly. Another cheap power adder is a timing plate. You can get one for around $40 bucks or so. You will also need to purchase a flywheel puller to intall it, $15. If you have the cash, invest into a cool head and put some smaller domes in it to increase your compression, $200-$250. With pipes, compression and timing, that bike will really wake up! One of the first investmests you should make is a Tors removal kit. That won't help you with power, but it will eliminate alot of future problems and make your bike alot easier to work on. You can't keep everything else stock.. You can run your stock crank, but it would be better to have a long rod crank. Your stock crank would need to be welded at the very least. You would need to change quite a bit of stuff to run a 392 properly and personally, I hated the 392 that I had. It had no bottom end what so ever and was either on the pipe or off, no in between. You would need better carbs, pipes, clutch, cool head with big bore domes etc.. I my opinion, a 392 is not worth investing in or worth having.

Are you sure you put the pistons in correct? Did you do a leakdown test after you put it together? Also, you said you put new carbs on, what jet sizes are you running?
