I dont think he needs new carbs. Have you checked the plug caps? Is it backfiring on both sides? -

you letting her warm up good? try it without the airfilter.I'm not up on those pipes at all.Those carbs ran fucking awesome with 360 mains and with my Shearers,ported.

what all do you have for mods? Those carbs have toomey needles on the middle clip.The pilots are stock.25's. Do the slides open all the way when you nail it?
