I have a book for decoding VIN #'s & that is how they are listed. Probably too easy to mistake I for1, O for 0 or Q, and V for U.

It is a 1989, 10th digit of the vin is the year H-1987 J-1988 K-1989 L-1990 M-1991 N-1992 P-1993 R-1994 S-1995 T-1996 U-1997 W-1998 X-1999 Y-2000 Starting in 2001 they used the year for the digit in the vin 2001 - 1 The same as all vehicles

My 33PWK's did the same thing. When i held the carb & pushed up on the float it would catch( stick). The float was dropping too far down & sticking. There is a small tab that limits how far the float can drop, I just bent the tab a little until the float moved freely.
