sounds like there is a obstruction somewhere then...... take the topend off and send it to be bored and check the head for something blocking water from flowing. almost sounds like a air trap, but there is no real way for that to happen on a banshee.

compression is too low and you may not be boiling water... you may be pushing compression past the head gasket/ O rings if it's a aftermarket head and causing it to shove water out of the radiator.

103 is basically rubbing alcohol. i don't know the ppg p/n because i don't buy it.... i use a general hand cleaner that has basically put "sand" in it. the soap along with scotchbrite ensures a quality prep and clean job. you know the rough feeling orange hand cleaner has in it? same principle only this (white) soap is not as aggressive chemically.
use a deep socket to drive the water pump seal and bearing out, use a hammer and hit the vent stem square and it will pop out and use a flat screwdriver to pull out the rubbers on the cylinders.
if you use baking soda it wont hurt the metals just remove paint.

1badassbanshee do me a favor and ask ppg or any major paint company how they spray paint variant cards for matching purposes and the paint never crack or falls off...... or color books....
FTZ is the company that specializes in flatslides. they bore them to a 35.5 and drill the dumps etc.... call them it may be cheaper to have yours converted than buying another set.
