Should I be second or third notch down from top of needle? (thickest point) 280 main 30 pilot k&n pods Fmf exhaust +4 timing

Bought a 97 shee in parts and it came with a adjustable timing plate. How do i know where to set it at? Does this mess with the jetting. 64.5mm bore, fmf exhaust , 280 main 30 pilot, k&n pod filters
You need good compression to pull fuel to the cylinders. Basically when your motor is warm the pistons expand and give you the compression you need.

I'm thinking of buying a 1997 shee in parts. Its all been taken apart. One of the rods gave and damaged the jug. Theres no deep grooves in the cylinder walls but there is a couple dents at the very bottom of the sleeve. The guy selling it said its fine because the rings don't go all the way to the bottom of the sleeve. Do I need new cylinders or can i get away with a bore job and be done with it?
