First off all I was out riding on the roads and it was running fine taking it easy but when you give it lots of gas it splutters so took it back home thinking it was too lean. As I went to check plugs I could just unscrew them with my fingers. ( i have had them unscrew all way out while riding before). I then noticed the plugs where too rich? What could be the problem?

Go to 21cc domes or to higher octane fuel.

155psi each side

You might either try some race gas or go to bigger size domes.
155psi is high compression for standard gas I suppose.

And I moved the clip up one on the needle and now it does not splutter or bog out. What a difference moving clip on the needle makes. WOW

Does that mean it was lean in the top range?
