if you want the best money can buy....  pick up phone... call your builder of choice.  (which many of can recommend our preferred preferences)

Talk to builder on what you want and build you want.   That way your going to save a shit ton on piecing it together by the time you pay for shipping on 50 different parts... get  it all said and done at 1 place then ship it to you whole.... a full motor costs around 120-200 TO SHIP depending on how much you insure it for.

Now that you have your motor atleast... its time for chassis.... some do custom TI chassis  or you just get a full  throw in motor LSR chassis which would be the simplest and quickest.

NOW that your bike is done....  deal with the add ons light DOT approved parts (tires, lights etc) which are obtained in Canada. THEN move on with the process for paper work on getting it street plated.

FINISH the bike build then do the paper work for legalizing it....   don't try and do both at once.. your going to get lost with too much happenin.

because here in ab they wont allow a vin frame from offroad so a stock banshee frame cant be plated , need to build one or pay someone to build one, i think thats stupid too , and the guy at argyll motorsports said they wanted to do that in the 90's but they want a double wall steel tank , like why would that deter somone shit do it , but i dont know about that one the guy at transpotation alberta didnt say that i mean their are dual purpose bikes i think they have plastic tanks , but not sur e

was really debating on buying a built up quad in ab and throw it all in a lsr frame with dot stuff and there ya go
There is a real nice 421 with yellow fullbores, bill's pipes ect out your way on kijiji. Would be a good start to your build. Bike is crazy clean never seen dirt. I picked up the oem plastics off him good guy to deal with.
Imo if your planing on running on the streets a 521 may be a bit over kill. Fuel milage sucks as it is on a stock stroke ported bike with larger carbs as it is, throw in a big bore to the mix you will be riding from gas station to gas station.
