Use Tire Wet , makes them super shiny , and it conditions the rubber , keeps them pliable , and water and dirt doesn't stick to it .

I have tried all sorts of cleaners and degreasers, I use MEK (methyl-ethyl-ketone) and wipe them down real well. Then if you want apply a coat of armor all or tire shine after. The MEK will open up the pores a little and let the tire shine soak in. Your hoses will look like new!

I've had pretty good luck with a brass wire brush and a little soap and water. Then once clean keep some armor all or one of the other rubber conditioners mentioned on them to stay clean.
