    Are you running a stock stator. I have seen ricky stators that would not let the motor rev above mid rpm before. Id checks your ohms on your stator just to be safe.

    I got the same problem on a bike i just bought and its all stock except for the pistons. Im gonna do some measuring mabey tomorrow and see why its like this. the base gaskets was those cheap ones that come on ebay.

    You can check the ohms on the stator and see if its with in specks. Seen this problem before on a new ricky stator and tested it and it wasnt in specks, it wasnt off but by very little, so we put a oem back in to check and it ran perfect. Dont trust anything but oem stuff.

    Did you spray the filter down with oil mabey you got to much on the filter, sounds like its getting to much fuel try lowering your needles one clip see if that changes anything.

    Are your slide in the right carbs make sure the half moon cut out is facing towards the rear of your bike and the bowls go on one way also.

    Have you ever done a rz stator before?

    Make sure your throttle slides are in the right cards you should see a half moon in the back of the carbs if there in wrong it won't idle

    Do you know if your crank is welded, if it is not it might be coming apart.

    Are those 22 inches tire on the rear ? I like the looks of a 20in tire on the back
