No cold start and weird tan sludge on plugs

I pulled by banshee apart a couple weeks ago and cleaned the carbs out thoroughly with air and carb cleaner. Cleaned the air filter, replaced the main jets but for some reason it will not start unless I use the tiniest bit of carb cleaner in the carbs then it pops right off and stays running. When I tried kicking it over today, I kicked it about 15 times and pulled the plugs and there was a tan film of some sludge on the plug. I have no idea what it is because I cleaned everything besides the gas tank but the gas looks great through my clear fuel lines. The reeds are clean and everything leading up to and past the carbs is clean. I have 25 pilots and 260 mains and it’s about 60° F at 700 ft

Any info would be greatly appreciated. Thanks

My compression is good at 105 each and I cleaned them because it was sitting for a long ass time and I just expected it to be gross in there. Slides are correct, choke tube is good, bowls are full, but sometimes floats get stuck on either carb. I inspected the reeds again and I found one flap was barley warped up so I flipped it and now it starts within the first 10 or so kicks. Good but not good enough. Bowls are also on correct carbs. I should prolly just replace every gasket on the thing before I ask anymore questions now that I think about it.
