Clutch cable not pulling actuator arm

I just got done rebuilding my banshee ....If I pull (hard) on the cable, the actuator arm doesn't move at all. Do I just not have leverage or is something binded up?

I'd bet something's bound up. 

Pull the cable off the actuator and try working the handle and cable. My money say's they're free.

You pulling the lever or just trying to test pull the cable by hand? The later of the two just isn't gonna happen very easily.

Sorry guys i'm stupid, a lock washer was down there blocking its path.
