banshee starting problems

my banshee only starts if i spray starting fluid in the carbs. it does the same thing hot and cold wont start with out starting fluid or a bump start. one it starts it runs great. i have cleaned the carbs and checked the reeds. could this be a pilot jet problem?

just checked the compression and its just under 120 in both cylinders

Choke tube. Mine did the same thing. There is a small tube that connects both carbs. My money says that its not there if you are having this problem.
