For shine, you'll need to wetsand and buff them. You will never get a very hard or durable finish out of spray cans... imo

Because 5000rnds of .223 is "enough", while 25,000 rounds of .22lr is "enough". Not hard to shoot 1000 rounds of .22lr in a day...

I'm getting 15-ish MPG, but that's a bit different. Stock-ish (headers, tune, pulley, etc) will get 25+ with a light foot. No awd ones from the factory unfortunately. What about an Evo IX or X?

Eagle Talon. Can be "quick" cars for cheap. Or AWD Blazer and put a turbo'd junkyard 5.3 in it. WRX's seem so raceboy to me... Nice cars though Edit: didn't see the "fuel efficient" part. Forget the turbo 5.3...
