I don't doubt your word it's "bent" by your definition. The issue is, how do you expect any seller to know that something is out .030" by eye? That just seems like a lot to ask. You said YOU looked at it and it looked fine. Only until you put an inducator on It did you find the .030 out. See the issue? You want to hold someone's feet to the fire , when you yourself would have done the same thing. Plus I'd run that sucker, bet you won't feel it.
Edit . Never mind. This is an unfortunate situation. I know Abe is honest, and I'm sure your a good guy too. It's just a risky deal buying used.
That's why I don't buy used carbs or cranks. Just too hard to confirm anything.
I'm asking that question to see what you think is a REASONABLE solution. If a seller , in his BEST ability, thinks a part is good, what more can he do? What would be satisfactory?

Do you seriously expect every person who sells an axle or crank to own a set of V blocks and indicators? Because other than that, it'll be mighty hard to spot .030" runout unless you noted it while riding. ..which I doubt you would..
