I did one of my sand cars that way, and it was a piece of cake. Just wanted receipts from everything, basically.
Now, I'm trying to do the same thing with a banshee, and it's been a pain in the ass... I bought the frame used, it's a yamaha replacement frame, no vin. I even have the receipt for the frame. It's been powdercoated. They want me to strip the PC where the vin SHOULD be, so they can look at the bare metal. They also want receipts for all of the used parts I put on it, as well as the new parts.
Long story short, the more paperwork you have proving that you built the bike, the easier it will be.
