I would pull the CC back off and investigate, see if the kicker gear is engaging fully. If the spring was wore to where its not engaging it, it would seem that it wouldn't engage at all. Did you take the kicker gear completely off when you did other work?

Yep, like everyone else said shim it out. It seems like the pipe would hit the frame before the head though, maybe toomeys just have that twist to em though also.
