I also just went through the winter build nightmare with the ignition system. Found burnt wires, and a bunch of other issues. But my main issue was the pick-up was set too far from the flywheel. Set it to .020 and now she came to life. I would also say to check your pick-up.

I have the same ports on mine also and I have them blocked off. I believe the posts above are correct when they state that they are for a primer or oil injection. I love my 28's and they work awesome.
I have a +4, +5, bored to 65.5 old school JD Racing motor with drag port, re-chambered stock head, motor runs on 111 race fuel with T5's and no air box. I run 28's and the motor pulls very hard and has lots of throttle response.
