If you have done a compression check and its good, checked for air leaks, made sure you are getting good spark... then it might just be a jetting problem. Jump over to the jetting and exhaust forum and post up your mods and what your jetting is over there and I'm sure someone will jump in and tell you if you are in the ballpark. You might check out the Jetting FAQ at the top of the jetting and exhaust forum.

That sounds like the pilot is wrong size. I would try going to a bigger size and see what happens. My 99 did this when I had it bored out. I swapped to a bigger pilot and it ran fine. But then again it was wasn't ported either so i can be way off in left field....But to me it sounds like the pilot is too small
