can you turn down the idle screw??? my new carbs(e bay) did that and it was the idle screw, it had the tors off so the screw was on the side.

also make sure that your carbs are all the way on i have seen a few where they think the carb is slid all the way on but the rubber boot kinda folded under and it made it lean out and rev up, but checking your carbs would be first.

If inspecting your carbs doesn't fix anything I would be looking for an air leak somewhere between the carbs and the motor.

 

You could possibly have a torn carb boot or a balance tube (or boost bottle) that got ripped off, etc.
