As for 2002 title bit... For $47 you can buy a copy of the 2002 Vermont Motor Vehicle Statutes from LexisNexis. Review it and see what the law is concerning titling of ATVs. See here: Lexis Nexis However: The case of Concord General Mutual Insurance Co. v. Woods suggests ATV registration was required in 1999. It seems logical that a title would be required for "registration" and this is proven in the more recent texts above (but not necessarily true in 1999). Let me know if this does or doesn't help...
