i know california has been a title state for aslong as i can remember and you have to register your quad with dmv here no matter what...no dmv tag no ride in most places here

it varies state to state. If you get it from a no title state then there might be additional steps to regerister it. I know here it has to be brought down to the instection station so some dumbass can write the vin on the paper you hand them.

For $47 you can buy a copy of the 2002 Vermont Motor Vehicle Statutes from LexisNexis. Review it and see what the law is concerning titling of ATVs. See here: Lexis Nexis

 

However:

 

The case of Concord General Mutual Insurance Co. v. Woods suggests ATV registration was required in 1999. It seems logical that a title would be required for "registration" and this is proven in the more recent texts above (but not necessarily true in 1999).
