if you dont have a welder to make a jig to do it I say the next best is just use a couple of pipe clamps and tightenthem down .

If your just turning the adjustment nut on the shock then you should just need a spanner wrenchto turn it.

Just catch the highest coil with one hook of a ratchet tie down, run the tie down around the end of the shock and back up to the highest coil(other side) that you can get it on.Crank the spring down. Slide the collar up to expose the big circlip. Move the circlip to the desired groove. Release the whole mess. Done.
