What is this milling? For aftermarket carbs?

It hasn’t been , but some  how this one was on a 421 w 35pwk and opening them all the way.  I can trim the post that needs to be trimmed if your interested I’ve been running same style throttle on my bike for year much more comfortable and way less arm pump.
