Should I start from all the way in and back them out. I have one but it's at a family members house with my other build.

If the slides are indeed down and it goes WOT at start up, you have a massive air leak.

All I could find was 13/64 and I can said it under with a small gap left, would you guys like pictures?

You should of left it to the professionals like me.
Did you leak down test the motor after you built it? If not stop trying to start it an leak down test it

Did not build this motor. The slides were high because my motion pro idle screw are ungodly long.
