What are the rubber plugs on bottom of cyls and case by cyl base for?

Well on the case it looks like its filled with epoxy or something

the only thing i can possibly think you could do (or can you??) is take out the plugs and then tap the case where the pockets are and plumb it into your cooling system??

^ on my first top end job and first banshee work ever, I thought the previous owner had Jimmy rigged something and I felt sick... then I realized the base gasket covers that area so it must be normal.seems weird there is a pocket in the case though...
