Your rings will shape to the cylinders as you break it in. That's why you hone them. I'm not sure if you get that high but you will probably see an increase after break in.

 

Some books I've read say do the test cold and some say warm. It's just a static compression. When it runs, depending on a lot of factors, your running compression my be very high. That's why some have to run high octane fuel even though their static compression isn't super high.
