do these shocks measure 14.75,,,i have a set of elkas triple rate remote res. and they are giving me issues with my roll design a arms, they measure 16.5,,i need stock length

Where do u mount the res?

Usually done with rubber mounts and worm gear clamps or you can buy little Billit tube mounts. Mine are from works, but they no longer sell them. Most buggy and offload shops sell Billit clamps that you can use though.

Yes they will, as long as your +2 arms require stock length shocks. 99.99% do, by the way.
