Obviously, take the steering stem out. Looking from the top, the bearing is held in by a recessed nut. Get a bolt and 2 nuts, with the head the same size as the recessed bearing nut. Put the head of the bolt in the bearing retainer and use the 2 nuts and jam them together on the bolt. Then use a socket or wrench to unscrew it. Then just pop the bearing out.

for the lower bearing you need to use a 32mm external hex tool and un-thread a retainer ring...then nock the bearing out via reversed side...i just bought an appropriatly sized nut and welded it to an old 1/2 inche socket...worked beautifully i even used an impact

i just dug around in all my crap and found a bolt with a big ass head that fit into the retainer then welded a stripped out 1/2 inch socket onto it to make the tool. basicly what both these guys said.

 

i've never measured it but if the 32 mm size is correct then you can also use a 1 1/4 inch as a substitution.

 

also if the 32 is correct then if you have any old clutch hub nuts or drive gear nuts you could fab something out of one of those that should work since there both 32mm/1 1/4 inch nuts...
