I always just take a wrench and put it on the inside nut, then let the end of it rest on the concrete floor. Then take another wrench, put it on the other nut, and hit the end of it with a heavy hammer. Never had one come loose yet.

I tried duct tape around both, that didnt work, then I got mad and used red threadlocker, so it never came off, and almost impossible with 20" pipe wrenches and a torch, but blue worked well. you can tighten it all the way and drill through the outside nut into the axle about 3/8", then make the hole 1 size larger in the axle, thread the hole in the nut and have a set screw for it.

what about the torque of the inside nut is this very touchy
