i only think that because if someone over here in the UK was to go to a lawyer and take a person to court for this, they would be laughed at and sent home with their tail between there legs.
iv heard of some people who have tripped on the pavement, broken their arm and sued the city council for not having the walk way maintained. in result, the person sueing has been given a shit load of compensation and has been signed off work for a few weeks because they cant make a cup of tea for their boss.
i hear what youv said... not every case is about money but alot are. at the end of the day, IF enforcer does go through with sueing your bro he will still be classed as a prick and it may be alot worse if he gets a page in the local news paper. people will read it and think "jesus, this guy is a tool, must not have anything better to do"
there must be a few lawyers that thrive on this stuff though. its funny how a case like this could be over in a few days but a murder/armed robery/rape/etc charge could take weeks to get to court alone.
