In all honesty, if there is a sleeve inside the areas it's been joined, it may be ok... Dunno. Looks like a -3 or maybe a touch over. Drill a small 1/16" pilot hole like a 1/2" before the weld and see. It was cheap AF.1 point

Is that supposed to be there? Never seen that before, thought it maybe hit something. I would at least message the guy and tell him it was a -1 before someone cut 4" out to repair it. Maybe he will make it right.
