Banshee still won't start

I went up to a 30 pilot jet and it still won't start, should I go to a bigger pilot? Size???

Yeah, It will run if I spray some fuel in the back of the carbs, but it still staves for fuel until you give it enough gas to kick in the main jets.

Is the choke tube in place between the carbs?
