Kick Starter Gear Getting Stuck On Clutch?

Is this the little idler gear. If so it is supposed to have a clip holding it in place. I have also seen the brass bushing in the center of it get really opened up causing it to run at all weird angles.

idler gear? The kick starter inside is basically a sprocket, when you kick down it comes up to where the basket is which is basically another gear/sprocket turns it, which turns the motor on and then moves back to its place where it shouldn't touch anything. It has a spring which pushes back into place, can that be the problem, from being loose so long?

The clutch basket ring gear doesn't mesh directly with the kickstarter. Otherwise, you would kick it over forward... (like a Honda) Instead, there is an idler gear, which is in constant mesh with the basket gear. The kick starter gear than moves in and out and meshes with this gear only when you kick it over... if that gear's bushing is worn out, or the spring is weak, or the mechanism is dirty, you will have problems....
