Judging by the front bumper and the way the plastics set on the left where the rad shroud and tank sit over the fender, this thing had quite the tumble. I would love to tell you to just swap out the stem. However with the way those plastics bow I think you need to take off the plastics and verify what's going on with the upper hoop that the stem and radiator mount to.

Why would you buy new plastics for something that beat up. That frame has to be all bent up.
