Your bearings are probably corroded to the spindle. I would use an axle flange puller to put pressure on it and then smack the pressure screw of the puller with a hammer to jar it loose.

just did this a couple of weekends ago. i found a ball joint remover i had in the ol' tool box and they popped right off. if you dont have one, you can get one from autozone or whatever. but, it worked like a champ...

I tapped them from behind with a rubber mallet and an extension, turning the hub and tapping on each arm--they were coaxed out with out too much effort. But the joint puller from Autozone is your safest bet. Make sure you clean the spindle up (and your hubs...) and put a light coat of grease before reassembly...
