I have no spark, I have replaced the coil, wires, and cdi. The stator ohms out fine 18.1 on the red to green wires and 118.7 on the other. I was told the ohms could read ok but voltage could still be off. I need to know what the voltage should be?

You can't check voltage output on an engine that's not running. You'd need to either install your stator on another Shee or take it somewhere that's capable of testing it.

Are the ground connections secure?

You can test the stator output for AC amplitude. You will need an oscilloscope. Let me know if you have one and I will walk you through it.
