no, i mean does it come up onto the wheelie bar so hard that it picks the rear tires up off the ground completely.. its not a good situation for safety or for speed.. as well as being short enough to where it could come up onto the bar so hard that the momentum could carry on and flip the bike completely..

thats what i figured you meant, no its pinned on the bar pretty much the whole time with the wheels locked in no hop, the front comes up about knee height then just locks out good and straight. i had a lot more problems with a longer bar.
