Running a 4 mill at .030 over would make it about 381cc or so. .020 over with a 4 mill make a 379 and a .040 over makes it a 385cc so it would be in between. As far as power gains go, I personally think it doesnt do awhole lot without porting. Or at least I couldnt really tell that big of a difference :shrug:
I know where you can get a complete 250x that runs for pry the same price you would find on a motor. I know the guy personally and hes in midland. If you want me to check into it, PM me or something

I definatly check those reeds out. Thats almost the number one cause of poping. Also, (I know you didnt touch it when you changed the parts but) check your flywheel too. My shee started poping after I got it back together from a rebuild and it ended up being a crack in the flywheel
