Should be 1 1/2 out from seated, but it does't sound like your problem. check to make sure you put slides back in right carbs, the cutout on slides facing the rear of carbs, choke tube between carbs, the rubber tube, check jetting again sounds like its your pilots clogged, gummed up.

no just pulled off the bowl and cleaned all the gunk out of them ( barley any )

OK thats problem #1 you need to pull the carbs, unscrew the 4 jets and clean them out, blow them out just make sure there not obstructed, clean the whole carb really good. Anything that comes apart, clean it, its prolly gummed up. Set air screw on outside of carbs at 1 1/2 out from screwed in all the way, but dont screw them in tight, it could damage your carbs. then when putting slides back in make sure the cutout part of the slide is facing the rear of bike. You also need to put new plugs. Then let us know whats up.

what about the other screw on the carb and what is it for ? also whats the best thing to clean the carbs with

Got any carb cleaner? if not use wd-40 or something. You may have non stock carbs or the tors removed, the screws with the springs showing are the idle adjustment. The only thing I can tell you on those is to get it back together after cleaning and adjust from there, do that then get back to us.
