banshee fouling plugs

hey guys i just got my banshee. it's my second one. I am thinking it's too rich, because i just replaced the plugs the last time i was riding and i started it up today and took it up the street and back and let it sit and idle for like 15 seconds it idles perfectly. i took it back out and one of the plugs were fouled so i parked it. i mix the gas and oil 32-1. I haven't torn the carbs apart yet to see what jets are in it. the bike doesn't run like it's rich. once it's warmed up it runs really great. do i have to keep it revved up every now and then or is it too rich. thanks guys. also what jets should i change? should i move the needle a clip? help me out here. thanks
