cylinder stud install Torq #'s

I am putting in new cylinder studs. Do I just put them in hand tight or use the 2 nut method and torque them? I can't find the torque specs in my clymers. Also the clymers says to use red loctite but I have been told not to. Any suggestions?

i use some yamabond on mine and double nut them. tighten them down till they tight..thats all ive ever done on prolly 3 or 4 different sets of cylinders now. no issues yet.
